The Federal Ministry of Marine and Blue Economy has launched its Enterprise Content Management System (ECMS), a major step in advancing transparency, efficiency and institutional reform across the Ministry.

The digital platform was unveiled on Wednesday by the Honourable Minister of Marine and Blue Economy, Dr. Adegboyega Oyetola, CON, alongside the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, at the Ministry’s Fourth Quarter 2025 Stakeholders and Citizens Engagement held at the Transcorp Hilton Hotel, Abuja.
The engagement, which drew stakeholders from across the marine and blue economy value chain, focused on the theme: “Positioning Nigeria’s Marine and Blue Economy for Investment, Innovation and Expansion: The Pathway.”
Addressing participants, Dr. Oyetola described the forum as a critical platform for strengthening transparency, accountability and collaboration, in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
He said the launch of the ECMS represents more than a technological upgrade, noting that it signals a shift toward smarter, faster and more accountable governance.
“A digitally enabled Ministry is a more responsive Ministry,” he said, explaining that the ECMS will streamline workflows, improve records management, strengthen decision-making and enhance service delivery to investors, operators and partners.
The Minister highlighted the vast opportunities within Nigeria’s marine and blue economy, driven by the country’s extensive coastline, inland waterways and strategic location.
He said these assets position Nigeria to expand maritime trade, fisheries, aquaculture, logistics, tourism and related services for inclusive growth, job creation and regional integration.
Dr. Oyetola outlined notable achievements recorded by the Ministry in the past year, including growth in local fish production from 1.1 million metric tonnes to 1.4 million metric tonnes.
While acknowledging the gap with national consumption demand, he said the gains reflect targeted interventions, improved coordination and better sector planning.
He also disclosed ongoing engagements with financial institutions to secure single-digit interest loans for fishermen nationwide to boost productivity and curb illegal, unreported and unregulated fishing.
On the global front, the Minister cited Nigeria’s election into Category C of the International Maritime Organization and its leadership role within the Gulf of Guinea fisheries framework as evidence of renewed international confidence in the country’s maritime governance.
Commending the initiative, Mrs. Walson-Jack described the ECMS as a milestone in the Federal Civil Service’s digital transformation drive, noting that it will enhance institutional memory, reduce bureaucracy and improve accountability.
Stakeholders at the event reaffirmed their commitment to supporting sustained growth and investment in Nigeria’s marine and blue economy.
